Nah she was doing too much. Her killing ppl in Snezhnaya wasn't even an order from celestia, in fact it was forbidden. She was bending the rules to punish people. I also like in her character has she masks her fear that she’s can be challenged by humans(us) we see her shock when we first fight her directly and then her reaction when we get a tiny hit of anemo on her. After we properly fight her and we get close to breaking her shield she goes all out, scared of losing and failing to be what she was meant to do. It’s really interesting to see these kinda character, ones where they think they were never able to be challenged and seeing the fear and shock when they do and they get defeated cuz they DONT know what to do (she also flees a lot but i thought originally cuz she was scared of being hurt and her failing as the ruler of death but now we know about the time restriction she had on when she can act in)
