This is fake. I've had an inspector break a seal. What they do is provide you with another and a document verifying the previous seal was intact. As long as the number on the document and the new seal match you should be fine.

Whenever I’ve hauled federally protected loads, it said right on the BOL and all I had to do was show it to the officer and they would make contact with the correct authorities and let me get on my way. Never had one disobey. Also most loads were tailed by feds to insure security of said load.
