Unfortunately this is why the NBA is a joke. The language of some of (most of) the rules are not defined well enough and/or enforced consistently. In my interpretation: once his hand is clearly fully under the ball with it almost entirely stationary, regardless if it’s still slightly moving or not, the rule states he can no longer dribble, therefore his next step is the gather. Also, it’s not a “free fall” if your hand is guiding it the entire time.

It’s not clean. You’re making up rules to pretend this should be allowed. This isn’t football. There are no ”you have to be in control of the ball” rules in basketball. The rule is if the hand is under the ball, it’s gathered. Period. He took four steps at minimum after his hand went under the ball. That’s a whistle.
