California (CalVet College Fee Waiver, Plan B): any service-connected rating, the student's own income under about $23,000, no age limit, covers UC, Cal State and community colleges, not private schools like USC; housing is on you. Texas Hazlewood Legacy: you entered service from Texas (or it was your home of record), kid under 25, no rating required. Indiana: any rating plus a campaign medal; enlisted after July 2011 gets 20% plus your rating percentage. Wisconsin (30%+) and Alabama (40%+) do it too.
